معلومات حول تطبيق مطراش : من خلال تطبيق "مطراش" ("التطبيق")، تهدف وزارة الداخلية في دولة قطر إلى توفير خدماتها للجمهور كونه يتضمن العديد من الخدمات المتنوعة التي تقدمها وزارة الداخلية عبر إداراتها المختلفة بالإضافة إلى ما يوفره التطبيق من مميزات في إنجاز المعاملات في أقصر وقت ممكن دون الحاجة لمراجعة منافذ الخدمة جغرافيا.    يقع مقر وزارة الداخلية في دولة قطر. نشاطنا الرئيسي هو تحقيق المزيد من الاستقرار الأمني.   تغطي سياسة الخصوصية الخاصة بنا إستخدامات "التطبيق". إن  هذا "التطبيق" مرتبط بالقوانين واللوائح المنظمة لسياسات الحكومة الإلكترونية السارية في دولة قطر. ولا سميا (قرار مجلس الوزراء رقم (18) لسنة 2010 بشأن تنفيذ سياسات الحكومة الإلكترونية) و ( القانون رقم (13) لسنة 2016 بشأن خصوصية وحماية البيانات الشخصية).    باستخدام هذا "التطبيق" ، أنت تقر بأنك قرأت وقبلت " الشروط والأحكام " ، و "سياسة الخصوصية"  الخاصة بنا. والتي تتواجد باللغتين العربية والإنجليزية. وفي حالة وجود أي اختلاف في التفسير بين النص العربية و الإنجليزي وأي ترجمة له، فإنه يتم ترجيح النص العربي.   هذا التطبيق تملكه وتديره وزارة الداخلية بدولة قطر ("الوزارة") Information about the METRASH Application   Through the METRASH Application (“Application”), the Ministry of Interior in Qatar aims to provide improved service, As it includes many services provided by the Ministry of Interior through its various department, In addition to the advantages that the Application (“Application”) provides in completing transactions in the shortest possible time without the need to visit service centers geographically.   The Ministry of Interior is based in Qatar. Our principal activity is providing more security stability.   Our privacy policies cover use of the Application. The Application is  bound by the e-Government Policies of the State of Qatar  (per Council of Ministers' Resolution No. (18) of 2010 on the Implementation of e-Government Policies) and Qatar’s Data Protection Law (Law No. 13 of 2016) concerning the privacy and protection of personal data.   By using this Application, you acknowledge that you have read and accepted our “Terms and Conditions” and “Privacy Policy”, which are available in both Arabic and English. In the event of any difference in interpretation between the Arabic and English text and any translation thereof, the Arabic text prevails.   The Application is owned and operated by the Ministry of Interior of the State of Qatar (“MOI”)
الشروط والأحكام:  

يخضع استخدامك لتطبيق مطراش (“التطبيق”) للشروط الأحكام (الشروط والأحكام) الواردة أدناه حيث يعتبر وصولك واستخدامك للتطبيق استيعاباً كاملاً لهذه الشروط والأحكام وقبولاً نهائياً بها.

 

هذا التطبيق تملكه وتديره وزارة الداخلية بدولة قطر ("الوزارة").

 

تحتفظ الوزارة بحق تغيير أو تعديل أو تبديل أو فرض شروط جديدة لهذه الشروط والأحكام في أي وقت وبدون إخطار وسوف ينعكس أي تغيير أو تعديل أو إضافة في أي تحديث يجري على التطبيق. ولهذا فإن مسؤولية متابعة هذه الشروط والأحكام بشكل دوري تقع على عاتقك من أجل الإحاطة بأي تغيير أو تعديل كما يعتبر استخدامك المستمر لهذه الخدمة بعد إدخال أي تغييرات على هذه الشروط والأحكام بمثابة القبول بها والموافقة عليها.

  		Terms and Conditions:

These Terms and Conditions (“Terms”), detailed hereinafter, govern your use of the METRASH Application (“Application”). By accessing and using the Application you are deemed to have understood and agreed to the terms.

 

The Application is owned and operated by the Ministry of Interior of the State of Qatar (“MOI”)

 

MOI reserves the right to vary, amend, modify, or impose new conditions in these Terms and Conditions at any time without any notification to you. Any such variations, amendments or modifications will be reflected by an update on the Application. You are therefore responsible for checking these Terms and Conditions periodically to be aware of any such changes. Your continued access of this service following the posting of any changes to these Terms and Conditions shall constitute your acceptance and agreement of the same.
بيانات حقوق الطبع والنشر والعلامات التجارية:

تخضع جميع المواد على هذا التطبيق للحماية بموجب حقوق الطبع النشر وحقوق العلامات التجارية وغير ذلك من حقوق الملكية الفكرية الأخرى. وهذه المواد مملوكة للوزارة أو مستخدمة بتصريح من ملاكها أو على أي نحو آخر يسمح به القانون. وتشمل المواد المحمية، على سبيل المثال لا الحصر، النص والعلامات التجارية وكود المصدر وقواعد البيانات والشعارات والصور ومقاطع الفيديو والمقاطع الصوتية والتصاميم والمظهر التجاري وغير ذلك من المواد الواردة في هذا التطبيق. جميع الحقوق محفوظة، في جميع أنحاء العالم.

All rights are reserved, worldwide.

All other use of any material (including, without limitation, photographs, articles, press releases, software, comments, tables or charts, video clips, logos) on this Application is strictly prohibited. By way of illustration, such prohibited use may include the extraction, redistribution, republication, modification, broadcasting, sale, or otherwise making available of any of the information or material on this Application (in any format) to third parties. In addition to this restriction, you agree to comply with all copyright notices, information, or restrictions contained in any material accessed through this Application. Unauthorized use of this Application, or any of the information or material contained on this Application, is illegal and as such may give rise to, amongst other things, a claim for damages and may also be a criminal offence.

الفشل في الامتثال: أنت توافق على الالتزام بهذه الشروط والأحكام وبجميع التوجيهات والتعليمات الصادرة بواسطة التطبيق من الجهات المختصة.. وأنت تدرك أن عدم اتباع جميع التوجيهات و التعليمات قد يؤدي إلى احتمال رفع دعوى قضائية ضدك Failure to Comply: You agree to follow and abide by these Terms and Conditions and by all directives and instructions issued through the Application by the competent Authorities. You understand that a failure to follow all directives and instructions may lead to legal action being brought against you.

      1- على الرغم من أن معلومات المنتجات وجميع المواد الأخرى على هذا التطبيق مقدمة بنية حسنة، إلا أنك باستخدامك لهذا التطبيق توافق وتقر أن الوزارة لا تقدم أي إقرارات أو ضمانات أو ادعاءات فيما يتعلق بدقة معلومات المنتجات أو أي مواد أخرى على هذا التطبيق.
 		Disclaimers and Limitations of Liability:
      1- Whilst the Product Information and all other application material is provided in good faith, by using this Application, you agree and acknowledge that MOI makes no representations, warranties, or claims as to the accuracy of the Product Information or any other material on this applications.
      2-  تخلي الوزارة  مسؤوليتها عن جميع الضمانات الضمنية المتعلقة باستخدامك لهذا التطبيق والمعلومات والمنتجات والخدمات  المتاحة على هذا التطبيق. إن جميع المعلومات  المتاحة على هذا التطبيق، لأقصى حد يسمح به القانون، مقدمة دون أي ضمان (سواء كان بشكل صريح أو ضمني بموجب القانون أو غير ذلك) أو شروط ضمنية من أي نوع، ويشمل ذلك، على سبيل المثال لا الحصر، أي ضمان ضمني أو شروط ضمنية تتعلق بالجودة المرضية أو الملاءمة لغرض بعينه، أو عدم انتهاك حقوق الغير.

To the maximum extent permissible under law, all information on this Application is provided without any warranty (either express or implied by law or otherwise) or implied term of any kind, including but not limited to any implied warranties or implied terms of satisfactory quality, fitness for a particular purpose, or non-infringement of third party rights.
      3- باستخدامك لهذا التطبيق فإنك توافق على أن الوزارة لن تتحمل المسؤولية القانونية عن أي خسارة مباشرة أو غير مباشرة أو تبعية أو أي خسارة أخرى تنتج عن استخدام (أو عدم استخدام) المعلومات أو المنتجات أو الخدمات المقدمة لك من خلال هذا التطبيق. وتسري الاستثناءات والقيود الواردة في هذه الشروط والأحكام إلى أقصى حد يسمح به القانون.
      3- By using this Application, you agree that MOI will not be liable to you for any direct, indirect, consequential, or any other loss arising from the use (or non-use) of the information, products, and services provided to you through this Application or from your access of other material via links from this applications. The exclusions and limitations contained in these Terms and Conditions apply to the maximum extent permitted by law.
      4- لا تتحمل الوزارة أي مسؤولية قانونية أياً كانت، سواء مسؤولية تعاقدية أو مسؤولية تقصيرية (بما في ذلك الإهمال) أو مسؤولية مخالفة الواجبات القانونية أو المسؤولية عن إعادة الشيء لأصله أو غير ذلك، عن أي إصابة أو وفاة أو تلف أو خسارة مباشرة أو غير مباشرة أو تبعية أياً كان سببها ينشأ عن استخدام هذا التطبيق أو يتعلق بهذا الاستخدام أو عن استخدام أي معلومات أو غير ذلك من المواد الواردة على هذا التطبيق  أو الوصول إلى مثل هذه المعلومات أو تنزيلها أو الاعتماد عليها، ويشمل ذلك على سبيل المثال لا الحصر الإصابة أو التلف أو الخسارة التي تنتج عن أي فيروس من فيروسات الكمبيوتر.
      4- MOI will be under no liability to you whatsoever, whether in contract, tort (including negligence), breach of statutory duty, restitution, or otherwise for any injury, death, damage, or direct, indirect or consequential loss howsoever caused arising out of or in connection with the use of this Application or the use, accessing, downloading, or relying on any information or other materials contained in this applications, including, without limitation, as a result of any computer virus.
      5- يجب أن تعوض مسئولية الوزارة والجهات التي منحتها ترخيصها و تعويضها عن جميع الخسائر والأضرار والدعاوى والتكاليف (بما في ذلك التكاليف القانونية) التي تتعرض لها الوزارة، أو الجهات التي منحتها ترخيصها، أو تتحملها نتيجة مخالفتك لأي من هذه الأحكام والشروط.
      5- You shall indemnify MOI and its licensors and keep MOI and its licensors indemnified against all losses, damages, claims, and costs (including legal cost) caused or suffered by MOI and/or its licensors as a result of a breach by you of any of these Terms and Conditions.
      6-هناك تفهم وموافقة من جانبك على أنك مسؤول مسؤولية كاملة وبصورة دائمة عما يلي:
- حفظ سرية رمز المرور المحدد لاستخدام التطبيق حيث إنك توافق على أن لا تشارك أي شخص أو تفصح له عن رمز المرور مهما كان ذلك الشخص وأنك ستتخذ الاحتياطات المعقولة اللازمة لضمان عدم وصول أي شخص غير مرغوب فيه إلى هذا الرمز.
          - يجب أن تقوم بتغيير رمز المرور الخاص بك فوراً إذا اكتشفت أي خرق للأمن أو كانت لديك أسبابك المعقولة للاعتقاد بأن شخصاً ما غير مرغوب فيه قد استخدم رمز المرور الخاص بك بدون التصريح له بذلك أو أنه قد انتهك الشروط والأحكام الواردة هنا.
            - في حالة فقدان الجهاز الذي قمت بتنزيل التطبيق عليه، يجب عليك إعادة تنشيط هذا التطبيق على الفور وإنشاء حساب جديد.

      6- You understand and agree that you shall be accountable and be fully responsible at all times for:
-maintaining the confidentiality of your Passcode to use this Application. You agree not to share and disclose your Passcode to any person whosoever and to take all reasonable precautions necessary to ensure that no other persons have access to the same.
          -If you discover any breach of security or have reasonable grounds to believe that someone has used your Passcode without your authorization, or has, in your judgment, violated these Terms and Conditions, you should change your passcode immediately.
            - In case that you lose the device on which you have downloaded the Application, you should immediately reactivate this Application and create a new account.

      7-تقع مسؤولية التحقق من صحة البيانات المدخلة من جانب المستخدم، أو المخرجة من جانب التطبيق، ودقتها واكتمالها وملاءمتها على عاتق المستخدم بمفرده.
      7- It is the user's responsibility to independently verify the accuracy, currency, completeness, relevance and fitness of all information input by the user or output by this Application prior to executing any transaction using this Application.
      8- لن تكون الوزارة مسؤولة عن أي انخفاض في جودة التطبيق أو عدم إتاحته.
      8- MOI will not be liable for any degradation in the quality of this Application or the unavailability of this this Application.
      9-لن تكون الوزارة مسؤولة عند حدوث أي انقطاع غير متوقع للتطبيق نتيجة للتعطل في الشبكة أو نتيجة لحدوث أي مشكلة في موقع استضافة الموقع أو لأي سبب آخر يقع خارج نطاق سيطرتها بحيث قد يؤدي إلى عدم إتاحة الخدمات لأي فترة زمنية قصيرة أو طويلة.
      9- MOI will not be liable in case there is an unforeseen downtime due to network outages, problem at the hosting facility or any other reason beyond our control which may result in non-availability of this application for any duration.
      10- قد تقوم الوزارة بإيقاف وصولك للتطبيق مؤقتاً أو بصفة نهائية لأي سبب بدون إخطار وبدون أن تتحمل أي مسؤولية مهما كانت في حالة مخالفة هذه الشروط والأحكام أو لأي سبب آخر.
      10- MOI may suspend and/or terminate your access to this application immediately for any reason without notice and without any liability whatsoever should you be in breach of these terms and conditions or for any other cause.
تعديل الشروط: يجوز للوزارة في أي وقت تحديث أو تعديل أو تغيير أو حذف هذه الشروط والأحكام وأي مواد أخرى متاحة على هذا التطبيق دون إخطارك. ينبغي عليك قراءة هذه الشروط والأحكام كل مرة تزور فيها التطبيق والتحقق من مراجعة جميع الشروط ذات الصلة في كل مرة تستخدم فيها هذا التطبيق. وباستخدام هذا التطبيق فإنك توافق على الالتزام بمثل هذه الشروط في أحدث إصداراتها. Modifications to Terms: These Terms and Conditions and/or other information provided on this Application may be updated, amended, changed, or removed by MOI at any time and without further notice to you. The Terms and Conditions will always be updated and available through the Application. You should review these Terms and Conditions every time you visit the Application. By using this Application, you agree to be bound by the latest version of such Terms and Conditions.
شروط عامة:
      1- تضم هذه الشروط والأحكام (بما في ذلك سياسة الخصوصية) جميع الشروط المتعلقة باستخدام هذا التطبيق وتحل هذه الشروط والأحكام محل جميع العقود والاتفاقات والإقرارات الأخرى والشروط المدرجة ضمنا بموجب القانون والتفاهمات السابقة بين جميع الأطراف، وسواء كان ذلك كتابة أو شفاهة أو نشأ بقوة العرف أو غير ذلك. تمت صياغة هذه الشروط والأحكام باللغتين العربية و الإنجليزية. وإذا كنت لا تفهم العربية أو الإنجليزية، فنرجو منك طلب المساعدة اللازمة لفهم هذه الشروط والأحكام لأنك في حالة استخدامك لهذا التطبيق الجوال سوف تُعد قد فهمت هذه الشروط والأحكام ووافقت عليها. وفي حال الاختلاف بين النصين يرجح النص المحرر باللغة العربية.

 		Miscellaneous:
      1- These Terms and Conditions (including the Privacy Policy contain all the terms relating to the use of this Application. These Terms and Conditions supersede all previous contracts, arrangements, representations, terms implied by law, and understandings between the parties whether written, arising from custom, orally, or otherwise. These Terms and Conditions are written in Arabic and English. If you do not understand Arabic or English, please seek assistance in order to understand these Terms and Conditions, as you will be deemed to have understood and accepted these Terms and Conditions upon use of the Application. In the event of a difference between the two texts, the text in the Arabic language shall prevail.
      2-إذا حكمت أي محكمة أو لجنة أو هيئة قضائية أو سلطة ذات اختصاص بعدم قانونية أو بطلان أو عدم إمكانية إنفاذ أي جزء من هذه الشروط والأحكام، فإن النص المعني سوف يُحذف، في حدود المطلوب، من هذه الشروط والأحكام ويُعد غير نافذ وذلك، إلى أقصى حد ممكن، بدون تعديل أي جزء آخر من هذه الشروط والأحكام، كما لن يؤثر ذلك على أي نصوص أخرى في الشروط والأحكام المعدلة التي سوف تظل بكامل نفاذها وسريانها.
      2- MOI disclaims all implied warranties relating to your use of this Application and the information, products, and services contained in this application.       3-لا يجوز التنازل عن إنفاذ أي حكم أو نص أو شرط من هذه الشروط والأحكام إلا إذا تم إثبات مثل ذلك التنازل كتابة ووقع عليه الطرف المتنازل.

      4-تخضع شروط وأحكام هذا التطبيق والمواد الواردة فيه لأحكام قوانين دولة قطر وتفسر وفقا لها. وتتمتع المحاكم القطرية باختصاص قضائي غير حصري للفصل في أي منازعات قد تنشأ عن ذلك. كما أنك توافق على احتفاظ الوزارة بالحق في رفع دعوى قضائية ضدك في أي دولة تراها مناسبة.

Your personal data, all electronic storage and transmission of personal data shall be safeguarded and secured with appropriate security technologies.

By choosing to use the Application, you agree to:

      • Share your personal data with MOI, and the relevant personal data will only be shared with other Government agencies in Qatar, so as to serve you, and the broader public’s safety, in a most efficient and effective manner, unless such sharing is prohibited by law.
      • Display personal data you had previously shared with MOI or other Government agencies in Qatar. We will retain your personal data only as necessary for the effective delivery of public services.

This Application may contain links to enable you to visit third-party websites, mobile sites and mobile applications which are governed by their own privacy policies. Please note that we do not have any control over these and are not responsible or liable for the protection and privacy of any information that you provide whilst visiting those sites.

In the event that you are to disclose Personal Data on behalf of another person, you will ensure that the individual whose Personal Data is supplied to MOI has authorized the disclosure, is informed of and consents to processing of their Personal Data in accordance with this Privacy Notice. Where the disclosure is in respect of a child’s Personal Data, you should do as only as the parent or legal guardian of that child and enter into relevant contracts on behalf of that child.

 		Disclosure and User Choice:

We do not disclose your personal data to any non-Government agency in the State of Qatar, except:

      ∙ Where such entities have been authorized to carry out specific Government services in Qatar. By using this Application, you acknowledge your acceptance of the Privacy Policy.
      ∙ To third parties, including law enforcement officials, law courts and government and regulatory authorities: (a) if we believe disclosure is required by any applicable law, regulation or legal process (such as to respond to subpoenas or judicial orders); or (b) to protect and defend our rights, or the rights or safety of third parties, including to defend against legal claims.
      ∙ When third parties act as data processors of your Personal Data, based on MOI instructions. We enter into an agreement with the relevant data processor for the processing of your Personal Data. In this agreement, we include obligations to ensure that your Personal Data is processed by the data processor solely to provide services to us and to ensure that the data processor has adequate safeguards in place and complies with the applicable data protection laws.

We will retain Personal Data for as long as it is necessary to fulfil the purpose for which it was collected as described in this Privacy Policy and in line with our data retention policies, or as required by relevant laws.

You can request access, rectification, review of processing, of your Personal Data that MOI processes at any time by sending a request via the Contact Us page of this Application. Any request must include the following information: your name and address and any other information which may identify you.

MOI reserves the right to change, adapt, adjust this Privacy Policy on the Application without any prior notification. You acknowledge and agree that this Policy may change from time to time. By using this application, you agree to be bound by the latest version of such policy.
